UNRWA Digital Impact, Technology, and Innovation Department (DITID) is seeking an experienced Web Application Specialist with expertise in ASP.NET, C#, JavaScript, and other programming languages to work on Web application Systems. The consultant will report to the Head Software Development Section and Lead Solution Architect (HQ-Amman).

Duties and Responsibilities

Under the direct supervision of the Head Software Development Section and Lead Solution Architect, and in close collaboration with the application development team, the selected Web Application Specialist will be responsible for the following tasks: • Collaborate with the application development team and stakeholders to understand business requirements and translate them into technical specifications and design documents. • Develop, test, and maintain web applications and backend services using ASP.NET Core, C#, MSSQL server, and related technologies to support the system's functionalities. • Integrate and interface the systems with other systems, databases, and external APIs to ensure seamless data exchange and interoperability. • Implement security measures and data protection standards to safeguard sensitive information within the applications. • Conduct thorough testing of new features, enhancements, and bug fixes to ensure a high level of software quality and reliability. • Contribute to the development of technical documentation, including system architecture, design, and user guides, to facilitate system understanding and maintenance. • Keep abreast of the latest technologies and industry trends to propose innovative solutions for the continuous improvement of all systems. • Performs other duties as may be assigned by the supervisor.

Academic Qualifications: • University degree from an accredited educational institution in Information Systems, Computer Science, Software Engineering, or a related field. • At least 4 years of progressive experience as a senior ASP.NET developer or in a similar Analyst/Programmer role, with a strong focus on C#, MSSQL Server, Transact-SQL, HTML, CSS, and JavaScript. • Proven experience in developing and maintaining web applications using ASP.NET, MVC, Web API, and modern JavaScript frameworks/libraries. • Familiarity with healthcare information systems and standards, such as HL7 and FHIR, is highly desirable. • Knowledge of database management systems, particularly MSSQL Server, and the ability to design and optimize database schemas and queries. • Strong analytical and problem-solving skills, with the ability to understand complex business requirements and propose effective technical solutions. • Excellent teamwork and communication skills, with the ability to collaborate effectively with diverse stakeholders. • Fluency in written and spoken English is required. Knowledge of Arabic is an advantage. • Experience in modern application development platforms and databases. DELIVERABLES • Functional web application that meets the specified requirements and design specifications. (25%) • Database Schema and Model that aligns with the application's data requirements. (25%) • Deliver well-organized and documented source code for the web application, adhering to coding standards and best practices. (20%) • Testing and Quality Assurance Reports: Conduct thorough testing of the web application to identify and fix bugs, ensuring a high level of quality and reliability. (20%) • Deployment Package that includes all necessary files and configurations for deploying the web application to a production environment. (10%) Competency: • Programming Skills • Analytical Thinking • Problem Solving • Teamwork and Collaboration & Communication Skills • Continuous Learning • Innovation Contract Conditions • The selected candidate will be based in UNRWA HQA Amman - Jordan. • The duration of the Contract is 11 months and possibility of extension subject to the availability of funds and continuing need and satisfactory performance. • The selected candidate will receive monthly fees of JD919.80, equivalent to the UNRWA Jordan salary scale.
