Programme Coordinator - Quality Assurance, Monitoring and Evaluation

Duration: Three Years Fixed Term Contract

Location: New Delhi, India

About WaterAid India:

Jal Seva Charitable Foundation (JSCF) is registered in India as a not for profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of WaterAid International and uses the brand name 'WaterAid' in India.

JSCF or WaterAid India (WAI) seeks to improve access to clean water, decent toilets and good hygiene for everyone, everywhere. Our work is focused on the following themes:

  • Safe, assured drinking water at a household level.
  • Safely managed sanitation.
  • Water, Sanitation and Hygiene (WASH) in Institutions (Anganwadi's, Schools and Health Care Facilities).
  • Hygiene education and Behaviour Change.

WAI country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Raipur and Patna. We currently work in 11+ states across the country. Being a direct implementing agency, we have our district and block level teams located close to our intervention villages.

About the team:

The Programme Monitoring, Evaluation and Learning (PMEL) unit in WAI provides assurance with regard to the quality of outputs and outcomes and is the custodian of the institutional memory of WAI. The PMEL team supports the collection, management, maintenance, usage, monitoring and evaluation of all programme level data and information. PMEL comprises of three verticals:

  • Programme Management Information Systems (PMIS)
  • Reporting, Documentation and Learning (RDL)
  • Quality Assurance, Monitoring and Evaluation (QME)

About the role:

This position is for the QME vertical. This vertical is responsible for assessment of programmatic interventions to help WAI programme teams deliver high quality programmes on time and within cost.

Reporting to the Head of Programme Monitoring, Evaluation and Learning (PMEL), the Programme Coordinator will provide key support to all operational delivery teams to strengthen processes, help ensure that programme standards and protocols are followed and to build staff capacities.

Roles and responsibilities:

Comprehensive monitoring of programmes

  • Preparation of annual monitoring plan jointly with the finance assurance team.
  • Undertake monitoring visits as per plan and submit reports as per the Standard Operating Procedure. Flag key issues and recommendations after discussions with the programme teams.
  • Track the Programme Monitoring Visit (PMV) observations through proper follow up with state team and share the status reports on periodic basis.

Support internal and external audits and programme evaluation

  • Desk review of all the programmes including the programme related data, budget etc.
  • Onboarding, procuring, guiding and coordinating with the external agency to conduct third-party evaluations for WaterAid as and when required.
  • Support in audits - internal, external and statutory.

Ensure adherence to Quality Programme Standards

  • Support in development and adoption of organisation's standards and guidelines in various programme areas including WaterAid India WASH standards.
  • Support the localization of standards, guidelines of WaterAid International etc., if required.
  • Review the existing WASH indicators and processes of measurement of outcomes and support in simplification and standardization.
  • Build capacities of programme teams on WAI guidelines and standards.

Data analysis

  • Analyze information and data gaps as reported by field level programme teams.
  • Pull out and interpret programme data on online/offline MIS and develop infographics and reports.

Programme planning and review

  • Support in data analysis and development of annual plans, Theory of Change (ToC), log frame, results framework etc.
  • Develop and implement project and/or programme specific monitoring and evaluation plans
  • Review and consolidate the plan and budget sheets of various programmatic states and at the national level.
  • Develop indicators for Baseline, Midline and Endline surveys and coordinate with or guide the programme teams at state and district level in conducting the surveys.

Reporting

  • Support in conducting periodic research and assessments and preparation of annual impact reports.
  • Produce high quality M&E reports with appropriate presentation of data and findings.

Common work, shared with other members of PMEL team

  • Maintain knowledge repository of all internal document, external documents, reports and datasets.
  • Capacity building of project teams and WAI staff (online/offline) on organization standards and protocols etc.
  • Provide ad- hoc support as and when required.

Other duties

  • Support any other function as assigned by the supervisor.

About You

  • Post-Graduation (or equivalent) qualification in any field.
  • At least 7 years of post-qualification and relevant work experience in programme planning, quality assurance, monitoring & evaluation and reporting.
  • Experience in WASH sector programmes is required.
  • Proficiency in Excel/Advance Excel and PowerPoint is essential. Working knowledge in SPSS; Power BI/ tableau or similar tools will be an added advantage.
  • Ability to travel to remote locations independently and regularly.
  • Excellent observational and participatory assessment skills to assess programme activities in the field.
  • Ability to work empathetically with highly skilled programme teams located remotely.
  • Ability to hold difficult dialogues.
  • Ability to work under limited guidance and with competing deadlines.
  • Excellent communication and presentation skills in English.
