POSITION SUMMARY:

HIAS Ukraine is looking for a senior manager with deep knowledge and experience in assessing and addressing legal, reputational, and business risks for a complex organization and for planning and implementing grant programs. The successful candidate will be familiar with Ukrainian legislation as well as international donor regulations (UN, USAID, DG Echo, etc.), and quick to learn HIAS Headquarters (HQ) policies and regulations. The role will ensure HIAS Ukraine Country Office compliance with government, donor, and HIAS HQ regulations and policies. Travel to insecure operating environments, may be required.

ESSENTIAL FUNCTIONS:

  • Ensure that HIAS and partner activities are carried out in compliance with donor regulations and requirements.
  • Train both HIAS and partner teams in donor and other regulations
  • Ensure that relevant compliance violations are documented, actioned, and resolved.
  • Manage partnership vetting, legal agreements, capacity assessment, capacity building, and compliance.
  • Adapt partner vetting process to local context while ensuring alignment with HIAS localization policy.
  • Support program and development teams by presenting vetted partners for inclusion in proposals.
  • Identify partner capacity gaps and define capacity development strategy to strengthen partners’ organizational development, project management, financial management, Monitoring Evaluation Accountability Learning (MEAL), and fundraising skills.
  • Co-create plans to strengthen partners’ organizational development, project management, financial management, Monitoring Evaluation Accountability Learning (MEAL), and fundraising skills.
  • Monitor uptake of new skills, and build partner database, ensuring capacity assessments, training, monitoring, risk appraisals and development plans and reports are on file.
  • Work directly to improve partner capacity in key areas, identify third-party trainings for partners, and engage HIAS Ukraine Country Office staff to provide subject matter expertise in areas of growth.
  • Support program and development teams by presenting vetted partners for inclusion in proposals.
  • Identify new sources of funding and develop sustainable and affective grants programs.
  • Tracking grant applications and coordinating with institutional development.
  • In coordination with the Finance team, prepare and monitor budgets.
  • Oversee Protection against Sexual Exploitation and Abuse (PSEA) and Safeguarding function at HIAS, ensuring all staff and partners are trained in safeguarding, feedback mechanisms are in place.

QUALIFICATIONS & REQUIREMENTS:

  • Five or more years of work experience in a relevant position, e.g., legal, audit, risk and data analysis, grant quality and compliance, INGO work
  • University degree relevant to the field of economics, business, law, international relations, political science, international development, finance, sociology, or other related fields
  • Master’s or other advanced degree preferred.
  • Experience working in a non-governmental organization, preferably an INGO.
  • Strong people management and relationship-building skills
  • Proficiency both in verbal and written English as well as Ukrainian and/or Russian.
  • Ability to quickly learn and understand complex donor requirements in English.
  • Ability to manage multiple stakeholders, take ownership and ensure accuracy of work product.
  • Team player with ability to structure their own work and deliver excellent results with minimal oversight.
  • Highly proficient in MS Office: SharePoint, Teams, MS Word, Excel, and quantitative analysis
  • Risk & Compliance, Governance or Fraud approved international certifications will be considered an advantage.
