Organizational Setting

The Government of Bosnia and Herzegovina is implementing a GCF readiness project\: GCP/BIH/012/GCR “Developing the capacities of Bosnia and Herzegovina for an effective engagement with the Green Climate Fund (GCF). The project aims to provide comprehensive support to the Ministry of Foreign Trade and Economic Relations (MoFTER), in its role as Nationally Designated Authority (NDA) for the GCF. The project aims to build capacities and enhance the coordination mechanisms to enable strategic discussions with regards to access to climate finance. The project will define key strategic areas for engagement with the GCF in alignment with country priorities and identify potential Direct Access Entities to support the implementation of the defined priority measures. The project includes activities to establish and institutionalize a coordination mechanism and develop the NDA operational manual.


Reporting Lines

Under the overall responsibility of the de facto Head of the Office, the administrative supervision of the Budget Holder / Field Programme Officer, the International climate change and GCF country program specialist will work under the overall supervision of the Lead Technical Officer (LTO) in FAO REU and in cooperation with the Project Manager, including the cooperation with the Team Leader and the National Specialists.


Technical Focus

The International climate change and GCF country program specialist will support the FAO Representation in Bosnia and Herzegovina in the capacity building on climate change readiness process and development of the GCF country programme activities related to the Green Climate Fund readiness project, funded by FAO project GCP/BIH/012/GCR “Developing the capacities of Bosnia and Herzegovina for an effective engagement with the Green Climate Fund”. The Specialist will develop and conduct capacity building activities on strengthening the capacities of the NDA’s and institutional member’s coordination capacity mechanism, including best-practice experience on the GCF processes and procedures in international GCF implementation.


Tasks and responsibilities

The International climate change and GCF country program specialist will be responsible for the following duties\:
• Provide support for elaboration of material and input for the development of the Country Programme, including screening and project prioritization tools and stakeholder engagement tools;
• In close cooperation with the National expert for development of the climate change country priorities, elaborate stakeholder engagement plan including a list of relevant stakeholders for all potential CP sectors, based on previously identified, assessed and trained stakeholders. Hereby gender balance, vulnerable groups and sectoral balance are specifically reflected;
• Provide support for conducting 2 national stakeholder consultations to inform stakeholders about the CP’s general content, the elaboration process and discuss the priority sectors. In this context, the stakeholder engagement tools and CP training/information package is applied;
• Provide support to the NDA for publishing a public call for project ideas in order to identify project ideas and readiness needs.
• Provide support for conducting up to 8 priority sector workshops in Zenica, Mostar, Banja Luka, Sarajevo, Bijelina, Bihac, Capljina and Prijedor for approximately 20 participants each; In the thematic workshops, relevant stakeholders will discuss and define sectoral project activities for the Country Programme. The stakeholder engagement tools as well as screening and project prioritization tools will be applied in this context;
• In close cooperation with the National expert for development of the climate change country priorities, update the country programme, based on the results and inputs form the stakeholder engagement process and GCF country programme guidance;
• Provide support for conducting presentation workshop of the CP to the stakeholders, including BiH institutions, local authorities, academia, NGOs, and private business to inform about the results;
• In close cooperation with the National expert for development of the climate change country priorities, prepare the Final version of the CP with incorporates stakeholders comments and suggestions, ready for consideration by the NDA and coordination mechanism members;
• Organize and participate in project consultations meetings, and other project events relevant for the assignment with missions to Sarajevo and Banja Luka;
• Carry out any other tasks relevant to this assignment as requested by the National Team leader and the LTO of the project.

Minimum Requirements

• University degree in natural resources management, climate policy, climate change or a related area.
• At least 5-years’ experience in project management and implementation
• Excellent knowledge and regular use of Microsoft Office Suite (Word, Excel, PowerPoint).
• Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA,SBS, working knowledge of English is sufficient.
