MANDATE OF THE DEPARTMENT:
Provide leadership and coordinate support for an expanded UN system response to support  the country towards ending AIDS as a public health threat as part of the Sustainable Development Goals (SDGs) with a Fast-Track approach to rapidly scale up HIV services focused on populations and locations most affected by the epidemic. Promote effective use of strategic information to better understand and track the epidemic as well as trends, and to measure progress and the sustainable impact of the response. Support efforts to strengthen the capacities of communities and their meaningful engagement in health, social protection and human rights mechanisms. Provide intellectual leadership to guide policy decisions and programmes, including the creation of an enabling political, fiscal and legal environment to achieve Zero new HIV infections, Zero AIDS-related deaths and Zero stigma and discrimination as set out in global policy declarations adopted by UN Member States. Ensure full integration of efforts with UN Reform developments. Promote, support and provide guidance to national partners and the UN system in integrating HIV and AIDS into wider UHC and country development challenges while reaching global AIDS targets to end AIDS as a public health threat by 2030 and leave no one behind.
Main tasks and Responsibilities of the Position:
Under the supervision of the Director, RST, and in close collaboration with the Regional Operations Manager and the Director HRM, the incumbent coordinates implementation of all HR operations at the regional level, and will be responsible under the revised HR Delegations of Authority framework for the following:

1. Provide authoritative strategic guidance and HR expertise to the Director, RST and managers across the region in all areas of HR management.
2. Oversee the overall alignment of organizational structures and provide guidance and advice on organizational design and workforce planning for the RST and the region.
3. Develop coherent strategic plans to meet current and projected human resources requirements based on in-depth analysis of the needs of the RST and Country Offices, including programmatic and budgetary requirements. Analyse trends and develop solutions, programmes and best practices.
4. Monitor effectiveness of existing HR policies and pro-actively contribute to their amendment in light of regional needs by providing feedback and making recommendations from a field perspective. Ensure consistency and alignment of HR policy implementation and operations in keeping with the overarching goals of the UNAIDS HR Strategy and best practice in human resources management. Strengthen across the region the understanding of human resources policies and develop and implement a capacity building plan that relies on a detailed needs assessment and through engagement with managers and staff.
5. Ensure consistency, fairness and transparency of HR decisions in the region in line with the regulatory framework.
6. Provide clear direction to colleagues in the region to ensure that administrative staff in regional and country offices provide consistent advice and remain focused on delivering effective solutions to staffing issues.
7. Function as all-round HR focal point, both providing support to individuals and teams, and monitoring the environment, notably to enhance a culture of strong respect between colleagues, informed by feminist principles. Set up an early warning system to raise to HQ attention any potentially problematic issues, including but not limited to harassment, abuse, and uncivilized behaviors within or outside UNAIDS offices.
8. Advise on effective and timely recruitment processes in the hiring of the best talents available to support the strategic human resources needs of the region, including timely succession planning. Conduct and coordinate the selections for vacant positions by advising on the use of the appropriate contractual modalities (both staff and non-staff) to meet their programmatic needs, in order to implement proper and expedient recruitment and selection. Promote equity, transparency and consistency in the selection and placement of staff, including addressing gender disparities.
9. Promote management excellence in the region by ensuring accountability in all areas of HR, including career advice/counselling to staff in the region, taking into account staff aspiration and mobility requirements. 10. Provide guidance and assistance to managers in order to promote timely and effective performance management, including coaching, counselling, etc. Help managers and staff members identify their learning and development needs in close collaboration with the HRM Staff Development team.

REQUIRED QUALIFICATIONS
Education:
Essential: Advanced University degree at Master’s level or equivalent in human resources management, public or business administration, social sciences, or related field. For internal candidates only, a relevant first university degree and nine years of relevant professional experience will be considered as equivalent.

Experience:
Essential: At least seven years working in human resources relevant functions in the UN System, including workforce planning, HR policies, classification, recruitment, mobility, administration of entitlements, staff development, training and capacity building. Experience in the provision of direct and distance support, including in coordination and provision of support to senior officials.

Desirable: Work experience in the field of HIV.

Languages:
Essential: Advanced level of English and French.

Desirable: Good working knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS will be subject to the Organization’s MobilityPolicy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
