Background:

The work of the OSCE Programme Office in Bishkek (POiB) focuses on a range of security issues: from countering terrorism, border security and transnational threats such as human trafficking, to developing the country’s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. 

The Procurement Assistant is assigned to the Fund Administration Unit of the POiB and is responsible for the effective delivery of procurement services in order to obtain the best value for money. 


Tasks and Responsibilities:

Under the direct supervision of the National Procurement Officer and general supervision of the Procurement / Materials Management Officer, the incumbent is responsible for performing the following duties:

  1. Analyses procurement requests of the POiB, prepares statistics, conducts market research and comparative analysis for further procurement of goods/services/works for the POiB needs, advises procurement staff of the results and suggests potential vendors and procedures;
  2. Monitors, maintain and updates POiB databases of suppliers, vetted and blacklisted vendors;
  3. Deals with complaints from POiB requestors about suppliers' performance and drafts performance assessment reports; 
  4. Maintains POiB database of market prices for the mostly used goods and services;
  5. Organize the purchase of goods/services within the programmatic activities; 
  6. Creates POs and implements some other activities in IRMA, as decided by the POiB supervisor; 
  7. Draft contracts/agreements with vendors, timely updates lists and contracts with POiB LW suppliers; 
  8. Maintain Procurement Archives and records of procurement (hard copies and electronic files);
  9. Prepare background and other relevant information for the Mission's Fund Material Management Committee (FMMC) and draft FMMC reports;
  10. Perform other related duties as requested.

Necessary Qualifications:

  • Secondary education supplemented by courses in procurement/commerce;
  • Minimum four years of relevant working experience;
  • Experience in an international setting is desirable; 
  • For this vacant position, a first-level university degree may be considered as a substitute for one year of working experience, an advanced university degree for two years of working experience;
  • Certification in Procurement and Supply Operations similar to CIPS would be an asset;
  • Computer literate with practical experience in Microsoft Office applications;
  • Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian or Kyrgyz languages would be an asset;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of the team with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is EUR 899.66/month. Social benefits will include the possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
