Background:

The incumbent is assigned to the Human Rights Programme (HUR) and functions as Programme Administrator to the Mission.
Please note that this is a Short Term Assignment until 17 June 2024.


Tasks and Responsibilities:

The incumbent is assigned to HUR and functions as Programme Administrator, under the direct supervision of the Programme Manager of the HUR Programme. Specifically, the incumbent will provide advice and perform the following duties:

  1. Provide administrative support to all HUR projects by drafting electronic and actual paperwork, preparing procurement requests, obtaining financial approvals, and entering information in the OSCE’s computerized system (IRMA/Oracle);
  2. Review budgets of project proposals and make recommendations to the Programme Manager accordingly;
  3. Liaise with project implementing partners and ensure effective implementation of contracts, timely submission of project reports and completion of bills, invoices and receipts;   
  4. Maintain records of service providers, project expenditures, and relevant project documentation;
  5. Follow up on project implementation and assist with closeout of finished projects;
  6. Provide logistical support including coordination and organization of meetings and events, printing of reports and materials, securing translation services, interpretation services, and purchasing supplies and equipment;
  7. Communicate with supervisor and the staff of the Fund Administration Unit on a daily basis in order to ensure efficient implementation of programmatic activities;
  8. Attend OSCE and other seminars, meetings and conferences, as assigned, and report on the same in writing;
  9. Maintain contact with experts, universities, organizations and institutions relevant to the successful operation of HUR;
  10. Assist with presentations and briefings by preparing Power Point and other visual aids;
  11. Perform ad hoc translation and interpretation in Russian, Romanian and English;
  12. Performs other duties as required.

Necessary Qualifications:

  • Secondary education supplemented by a formal course in administration, project management or languages;

  • Minimum four years professional work experience, with at least one year directly relevant to the described duties including project management experience, accounting and secretarial duties;

  • Experience working in an international organization or NGO with a human rights profile is desirable;  

  • Computer literacy with practical experience in MS Office suite (Word, Excel, Email, PowerPoint);

  • Excellent written and oral skills in English/Romanian/Russian languages;

  • Ability to work with people of different nationalities, religions, languages, and cultural backgrounds;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity. 

Remuneration Package:

Monthly remuneration is EUR 785.00, the OSCE salaries are exempt from taxation in Moldova. Social benefits will include
participation in the Cigna medical insurance scheme.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
