Duties and Responsibilities
Organization Setting: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overarching goal of the Least Developed Countries Fund (LDCF)-financed “Building climate resilience of urban systems through Ecosystem-based Adaptation (EbA) in the Asia-Pacific region” is to build the climate resilience and adaptive capacity of poor urban communities living in cities in the Asia-Pacific region. In line with this overarching goal, the objective of the project is to reduce the vulnerability of poor urban communities in Asia-Pacific Least Developed Countries (LDCs) to climate change impacts using EbA. These will be achieved through a) strengthening institutional capacity of city management authorities in pilot cities to plan and implement urban EbA, b) demonstrating urban EbA interventions in pilot cities and c) disseminating knowledge and raising public awareness on urban EbA in pilot cities. Duties and Responsibilities: • Participates and provides technical inputs in the implementation and evaluation of project outputs; monitors and analyzes country level implementation status; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions e.g. in the MTR management plan; liaises with relevant parties; identifies and tracks follow-up actions. • Work closely with country teams to roll out the monitoring and evaluation framework and support countries to collect data from EbA and livelihood activities implemented to feed into project reporting e.g. PIRs • Performs consulting assignments, in collaboration with participating countries and other clients, by planning, facilitating workshops, interactive sessions and assisting in developing action plans that partners will use to manage the change. • Analyzes and presents information gathered from diverse sources to support the implementation of the Urban EbA Project including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Reviews various written outputs, e.g. cost benefit analysis, country studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Participates in or lead field missions, including provision of guidance to national teams, government officials and other parties and drafting mission summaries, etc. • Provides technical guidance and supervise work of other implementing partners of the Urban EbA project such as Universities and consultants/experts. • Coordinates activities related to monitoring of the project budget and funding of the Urban EbA project including preparation and submissions of progress reports, annual report, financial statements, etc. and prepares related documents/reports such as work plan, budget, etc. • Performs other duties as required. Reporting lines • The incumbent will be under the overall supervision of the UNEP Task Manager for the project
Qualifications/special skills
Advanced university degree in environmental studies, natural resource management, earth science or related field. A minimum of five (5) years of progressively responsible experience in project or programme management and/or coordination is required Experience working in regional setting especially in the Asia-Pacific region is required. Experience coordinating and implementing activities related to environmental compliance at country level or in an organization is required Experience working with UN entities or other international organizations is desirable. Experience working with Global Environment Facility (GEF) projects' development, management and reporting is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in oral and written English is required. Knowledge of another UN language would be an advantage.
