The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

Within the Loans & Social Development Directorate, the International Affairs & Analysis Unit (L&D-IAA) aims at improving the CEB’s standing as an international financial and knowledge institution to sharpen the social mandate of the Bank and support its services in the fields of International Affairs and economic research.

The task of the Economist will be to develop concepts for economic research, to draft economic reports and update the CEB's Senior Management on the current economic and social situation of the Bank’s member (and non-member) countries, and forecasting potential trends. The work will have a close connection to the work of the Directorate's lending activities and research will focus on CEB sectors of activity. The Economist will also guide studies that are executed together with external consult-ants.

Main Responsibilities:
Conduct research and evaluate economic data and statistical models closely related to the operations of the CEB and social developments in the Bank’s member countries.
Translate economic findings into opinions and recommendations for projects, policies, action plans and procedures.
Draft and guide economic studies, working papers, reports and findings, also for publication and ensure their quality and dissemination.
Prepare analytical briefings and speaking notes on macroeconomic, EU and social issues for the Management of the Bank.
Provide ideas, and input for seminars in the Bank's sectors of activities.
Represent the Unit externally when appropriate in matters within own field of competence and communicate on publications through appropriate channels and fora.


Academic background:
An advanced university degree in economics or equivalent.

Professional background:
Relevant proven experience acquired in an international organisation, financing body, national finance institution (e.g. central bank, national ministry of Finance) or research centre for economy and social sciences. Previous experience in organising scientific workshops or seminars would be an asset.
Experience in research, consolidation of data, analysis and drafting (e.g. conclusions of research findings and economic analysis, including for publication).
Good ability to propose proactive actions to achieve strategic objectives of the Loans & Social Development Directorate.
Strong writing skills to draft clear, concise and convincing reports, presentations and documents.
General knowledge of econometric techniques. Knowledge of special programs (Stata, R, Python, or similar) would be an asset.
Good judgement skills and ability to analyse situations and assess risks, opportunities and results.
Good capacity to communicate adequately and convince others.
Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of one or more other Member State language(s) is an asset.
