The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Loans & Social Development Directorate (L&D), at the heart of the project lifecycle, cooperates closely with other CEB Directorates to develop the Bank’s loan and grant operations, within the orientations of the CEB’s Strategic Framework, and fulfil the CEB’s distinctive social mandate. L&D develops relations with borrowers, identifies opportunities for financing social investments, manages key aspects of project appraisals, negotiates contracts, structures financial offers and monitors use of funds.

The Loans & Social Development Directorate is looking for a skilled and detail-oriented Data Analyst to join the team. As a Data Analyst, the successful candidate will be responsible for collecting, organizing, and analysing large sets of data to provide insights, to communicate with various audience and support decision-making processes. S/he will collaborate with various departments to identify data needs, develop analytical solutions, and present findings and initial conclusions in a clear and concise manner. The ideal candidate should have a strong analytical mindset, excellent problem-solving skills, and a solid understanding of quantitative and statistical analysis techniques. S/he will report to the Head of Unit and work in close collaboration with colleagues in L&D and other CEB divisions.

Main Responsibilities:

Data Exploitation, Analysis and Communication
Collect, clean, and organize large datasets from CEB databases and other sources.
Perform data analysis using advanced statistical techniques and tools.
Identify trends, patterns, and insights through data mining and visualization techniques.
Interpret and communicate findings to stakeholders in a clear and meaningful way.

Needs Assessment and Data Tools Development
Anticipate needs in terms of data collection to respond to management needs and reporting requirements.
Collaborate with cross-functional teams to understand business objectives and provide data-driven recommendations.
Organise collection of needed data input into the database.
Develop and implement data collection systems and strategies to optimize efficiency and accuracy.
Develop and maintain data models and reporting systems.
Create specific views in the systems such as dashboards, project tags, data extraction matrices for accurate measurement of Key Performance Indicators.
Accompany the IT development to ameliorate the database structuring and facilitate improvements.




Academic background:
Advance university degree in mathematics, statistics, computing science, or a related field.

Professional background:
Relevant and proven professional experience in data collection and analysis, ideally gained within a financial institution.
Proven experience as a data analyst or in a similar role. Microsoft Dynamics would be an asset.
Possible exposure to SQL would be an advantage, as to other data query languages.
Knowledge of statistical analysis tools such as R or Python.
Experience of data visualisation tools such as Tableau and Power BI.
Excellent problem-solving skills and attention to detail.
Strong analytical thinking and ability to translate complex data into actionable insights.
Effective communication and presentation skills including the ability to form narratives based on analytical results.
Ability to work independently and collaborate with cross-functional teams.
Experience with machine learning and predictive modelling is a plus.

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of one or more other Member State language(s) is an asset.
