Overview

Jhpiego seeks a Chief of Party to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming global health security project funded by the U.S. Agency for International Development. The project, valued at up to $300 million, will support in-country counterparts in 50 focus countries to enhance the capacity of national and sub-national laboratory networks and surveillance systems; develop and strengthen data collection, analysis, and reporting relating to surveillance and detection systems; and provide targeted technical assistance during outbreaks for detection, surveillance, and data analysis and management.  

The Chief of Party will have the overall responsibility for leadership and management and reporting of project activities across multiple country settings. The Chief of Party will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. The Chief of Party will serve as the project’s main point of contact with USAID on routine and strategic matters. The Chief of Party will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities. 

This position is contingent upon award and annual funding from USAID.

Responsibilities

  • Provide vision and leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with USAID Bureau of Global Health, USAID missions, country ministries of health, and other stakeholders to ensure timely implementation and compliance to the requirements and regulations of the award
  • Provide multi-country leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Ensure the project is technically sound, evidence-based and responsive to the needs of target countries, their people and donors
  • Ensure compliance with the terms of the award
  • Develop and maintain strong working relationships with USAID, relevant Ministries of Health, private sector partners and other key stakeholders in target countries to maximize resources and avoid duplication of effort
  • Oversee project work planning, performance management, and strategic communications
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with project team to build capacity of national Ministries of Health and other relevant stakeholders in the areas of: strengthening detection capacity and systems for both human and animal laboratory networks and increasing access to quality laboratory services for diseases of public health importance; developing sustainable surveillance systems, using event-based (EBS) and indicator-based surveillance (IBS) systems, to detect events of significance for public health and health security; providing technical assistance to develop and strengthen host country capacity in data collection and analysis for sample testing, analysis, and disease reporting; and providing emergency outbreak response support.
  • Contribute to Mission buy-in and/or country selection processes in collaboration with USAID, Ministries of Health, and the project team throughout the 50 focus countries
  • Lead the work planning process in close collaboration with USAID, Ministries of Health, key stakeholders, and the project team (both global and in-country)
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Identify issues and risks related to project implementation in a timely manner and appropriate program adjustments
  • Manages a diverse team of technical, operational and management staff, ensuring an organizational structure with specific roles and responsibilities and a high level of staff morale and retention
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Lead strategy and engagement with local implementing partners to build their capacity and to ensure sustainability
  • Manage technical contributions of potential subgrantees/subcontractors, including defining scopes of work

Required Qualifications

  • Advanced degree in public health or a related field;
  • 10+ years' experience successfully managing large, multi-partner, multi-country, multi-year international health sector development projects that have implemented successful activities in global health security
  • Previous experience serving as COP/project director or DCOP or senior-level management
  • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
  • Previous experience working in international settings (Africa, Latin America, and/or Asia) with intimate understanding of local health system and gaps and opportunities in health security, infection prevention and control, disease surveillance and response, risk communication, community engagement
  • Experience in building capacity of Ministries of Health and other local stakeholders
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs and CSOs
  • Direct USAID experience
  • In-depth knowledge of USAID regulations, compliance and reporting requirements
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Proven track record monitoring budgets and expenses to stay within obligations.
  • Ability to coach, mentor and develop technical capacity in global and national projects in technical staff
  • Ability to travel internationally at least 50%

Total compensation will be based on the country of hire and Jhpiego’s local compensation plan.
