Result of Service
The CCAC National Methane Planning Consultant will have the following responsibilities: 1. Develop a comprehensive methane roadmap following the CCAC Methane Roadmap Template. The methane roadmap should integrate input from the National Directorate for Environment and Forests, various government agencies engaged in greenhouse gas inventories and national communications, and other relevant stakeholders from different sectors. 2. Coordinate the preparation of National Methane Roadmap findings for presentation to the Government of Comoros. Ensure an inclusive process involving key stakeholders, including ministries, NGOs, private sector, and academia, for the integration of recommendations into national frameworks. Emphasize alignment with NDC, climate policies, air pollution control, and key sectors. While not guaranteeing endorsement, a collaborative approach should be taken to engage stakeholders in shaping methane reduction strategies. The expected outputs of the consultancy are: • A National Methane Roadmap in line with the methodology and quality standards developed under the CCAC National Methane Roadmap Programme (M-RAP) as captured in the M-RAP Methane Roadmap template and its five building blocks. • Participation in the CCAC’s Methane Roadmap Action Programme (M-RAP) workshops, which support the development and implementation of transparent and consistent national Methane Action Plans or roadmaps. • The development of the national methane roadmap is associated with a strong stakeholder engagement process necessary for the roadmap’s findings to be endorsed and used by the Government of Comoros to strengthen methane mitigation in key national policy frameworks such as the NDC and other national climate change policies and plans, air pollution plans, key policies in the waste, agriculture and energy sector, etc.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org. Guidance on the CCAC’s National Planning Methodology for reducing short-lived climate pollutants is available in the Resource Library. Launched at COP26 by the European Union and the United States of America, the Global Methane Pledge (GMP) now counts over 150 country participants. Together, they have voluntarily agreed to collectively reduce global methane emissions by at least 30% from 2020 levels by 2030. Meeting the GMP would reduce methane emissions to a level consistent with 1.5°C pathways while delivering significant benefits for human and ecosystem health, food security and our economies. Building from the decade-long experience and methodology of the CCAC's National Planning process, the CCAC has launched the Methane Roadmap Action Programme (M-RAP) to support the development and implementation of transparent and consistent national Methane Action Plans or roadmaps. It supports GMP countries to identify, analyse and build on existing commitments, plans, and activities using a transparent and harmonized methodology. Capacity building through CCAC supported methane roadmaps enable countries to use internationally available data and develop or improve their national capacities on inventories and monitoring reporting and verification. This approach provides a common baseline for collective action and tracking. A methane technical assistance portal has been put in place where countries can access resources such as a template for developing their national methane plan or roadmap. Comoros became a member of the CCAC in October 2023, aligning with its commitment to tackle methane emissions. Prior to this, in 2022, Comoros also joined the Global Methane Pledge, signaling its dedication to reducing methane emissions by 30% before 2030. Recognizing the importance of strategic planning, the CCAC aims to support Comoros in formulating a comprehensive national methane roadmap. This roadmap will encompass the identification of major methane emission sources, proposed mitigation measures and policies, an evaluation of their mitigation potential, an assessment of co-benefits arising from these actions, and the development of pathways for effective implementation. Moreover, the roadmap will provide recommendations on integrating methane considerations into existing policies, plans, and activities, ensuring a holistic and impactful approach. Additionally, emphasis will be placed on incorporating robust monitoring, reporting, and verification (MRV) mechanisms to track progress and enhance accountability throughout the implementation process. The CCAC is therefore seeking a National Methane Planning Consultant to support the National Directorate for Environment and Forests, specifically the Department of Climate Change, in formulating and advancing a methane roadmap for Comoros. The primary objective is to strengthen Comoros Nationally Determined Contribution (NDC), national climate policy frameworks, air quality plans, and other pertinent national strategies, focusing on sectors identified as significant methane emitters. The Consultancy places a strong emphasis on stakeholder engagement, ensuring the active involvement of relevant government agencies responsible for greenhouse gas inventories and national communications. It is essential to note that while the endorsement of the national methane roadmap is important, the overarching goal is the integration of its findings into key national policy frameworks. The roadmap will take stock of national existing and planned policies and measures addressing methane emissions and identify additional ones the country could implement to reduce methane, and by doing so simultaneously mitigate climate change and reduce air pollution locally while generating socio-economic benefits for its citizens across genders, regions, and backgrounds.
Qualifications/special skills
- Advanced university degree (Master’s degree or equivalent) in environmental sciences, environmental engineering, chemistry, chemical engineering, electrical engineering, or a related field is required. A first university degree in combination with two additional years of qualifying experience may be accepted instead of the advanced degree. - Eight years or more of professional experience in a field relevant to climate change, climate change modelling, climate policy is required. - Experience in environmental public policy in Comoros is desirable. - Excellent written and spoken communication skills, and the capacity to establish productive relationships with stakeholders is required. - A good knowledge of the national context of Comoros and experience in environmental public policy in Comoros is desirable. - Experience in multi-stakeholder engagement and working with government authorities in Africa is desirable. - Knowledge in modelling of GHG and air pollution mitigation measures with different software including LEAP IBC is desirable. - Experience in NDC and national communications development and/or revision is desirable. - A good understanding of GHG dynamics, short-lived climate pollutants, climate change and air pollution issues in Comoros is desirable.
