Overview

Jhpiego is an international, non-profit health organization affiliated with Johns Hopkins University. Jhpiego seeks a fulltime M&E and Research Manager who will assist the Jhpiego IR principal investigator in the conduct of the implementation research and operations in up to 10 IR sites in the Philippines.

Through funding from Unitaid, the Scale Up Cervical Cancer Elimination and Secondary Prevention Strategy (SUCCESS) project aims to integrate HPV testing and treatment with thermal ablation into health care services (HIV, sexual and reproductive health, antenatal and postnatal, and primary health care), mobilize communities and civil society, generate demand for secondary prevention services, and generate evidence around feasibility and acceptability of cervical cancer prevention and treatment implementation.

Responsibilities

  • Plans and coordinates the initiation of research study protocol, and the establishment of operating policies and procedures, with the principal investigator;
  • Promotes research capacity building among community-based organizations and student groups;
  • Prepares research ethics board applications, and have it approved by the principal investigator (PI);
  • Plans, implements, and maintains data collection and analysis systems in support of research protocol; may coordinate the collection and analysis of research data, under the supervision of the primary investigator. Collect and monitor performance indicators using data collection and collation tools in line with the project’s monitoring plan. Conduct data analysis of service delivery statistics with facility and subnational stakeholders to promote use of data for program and quality improvement, under the PI supervision;
  • Recruits, instructs, and coordinates research subjects and/or volunteers, as appropriate to specific study objectives and work scope;
  • Ensures the smooth and efficient day-to-day operation of research and data collection activities by research assistants; and serves as the primary administrative point of contact for internal research staff and as the principle operational liaison for other research organizations, funding agencies and regulating bodies;
  • Coordinates the day-to-day activities of any technical support staff specifically engaged in the carrying out of research/clinical protocol, as appropriate to the position; may perform aspects of research protocol, as required, in accordance with specified program objectives. Reports immediately to principal investigator;
  • Plans and coordinates the staffing of research studies, to include the recruitment and administration of research support staff, as appropriate to the activity;
  • Design and lead training for providers at district and site level on data reporting and recording for services and conduct site visits and data review meetings as needed to mentor for continuous capacity development;
  • Supervises and coordinates the provision of support services to investigators and researchers.
  • Monitors the progress of research activities; develops and maintains records of research activities, and prepares periodic monthly, quarterly, annually, and ad hoc reports, as required by investigators, administrators, funding agencies, government partners, and/or regulatory bodies. Track the project inputs, activities, processes, outcomes and impact measures of the program;
  • Coordinate M & E systems for and contribute to program planning, leading the identification of program priorities and directions based on data collected, successes, challenges and gaps identified. Undertake monitoring visits to the various project sites to support implementation of M&E and promote data use;
  • Contributes to the program’s technical engagement to support the development and implementation of the national scale up plan by advising on targets and benchmarks. As part of this, advice on the national data systems including registers, indicators, and collection methods/platforms;
  • Plans and coordinates regular advisory board and steering committee meetings within the Jhpiego office. Supports the Implementation Research Advisory Group (IRAG) with the principal investigator to coordinate the regular meetings;
  • Implements quality control process throughout the conduct of the study;
  • Perform miscellaneous job-related duties as assigned including supports for other programs related to implementation research.

Required Qualifications

  • Midlevel or equivalent experience is required, health experience preferred;Minimum of 5 years of experience working in M&E, preferably health, including directly relevant implementation research experience;
  • Good knowledge of research and M&E approaches/frameworks and tools;
  • Excellent analytical and problem-solving skills, with a strong eye for detail; 
  • Experience of working in a research environment or information-generating context is an advantage; 
  • Strong interpersonal skills; 
  • Ability to work under pressure, priorities, schedule and balance workloads in the face of conflicting and uneven demands; 
  • Excellent oral and written communication skills in English and Tagalog; proficiency in relevant local dialect preferred; 
  • Strong computer skills exp. Microsoft Excel: be able to run Pivot table, SPSS, ArcView GIS are preferred; 
  • Willing and able to travel within the country (approximately 30%) of the time.
