Background:

The OSCE Mission to Montenegro (Mission) provides assistance to the host country to institute reforms, and in further strengthening democratic development in line with the OSCE’s commitments and principles. In line with its mandate, the Mission works with the national and local authorities, civil society and the media in the following areas: election administration reform, parliamentary reform, combatting corruption and organized crime, law enforcement and security sector reform, building media professionalism, promoting economic development and environmental protection.

The Democratization Programme of the Mission focuses its work on core elements of democratic society, which includes strengthening good governance standards at national and local levels, strengthening the civil society sector and is active on the issue of youth and gender equality including greater representation of women. More specifically, the Democratization Programme provides expertise and support to: the State Election Commission for increasing transparency and capacity in administering elections; public administration staff with conducting gender analyses; Parliament with enhancing their legislative and oversight roles; licensed specialized services for enhancing protection of violence survivors; supports implementation of the national youth policy, as well as works with courts, prosecutors, police, social, educational and health services, municipalities and NGOs for strengthening capacity to respond to violence, etc.


Tasks and Responsibilities:

Under the overall supervision of the Democratization Programme Manager, the successful candidate will be tasked with the following duties:

  1. Provides support in identifying programmatic goals and objectives consistent with the Mission’s mandate and assists in development and drafting of wide range of project related documents and reporting, particularly pertaining to the support of the Parliament, as well as other areas of focus of the Democratization Programme (such as project proposals, project progress and self-evaluation reports, reports and inputs required by the Programme Manager (PM) and the Mission Senior Management, inputs for weekly, monthly, activity and annual reports, meeting minutes and reports from attended events, etc.);

  2. Conducts background research and provides analytical overview of developments in the areas relevant to the Democratization Programme and democratic reforms on a continuous basis, using a variety of information sources;

  3. Assists in the implementation of project’s tasks and activities, particularly pertaining to the support of the Parliament, as well as other areas of focus of the Democratization Programme, within the given timeframe (e.g. organises, co-ordinates and facilitates experts meetings, workshops, trainings, discussion fora, sessions, briefings, visits, publications, and related activities, arranges local and international expertise by assisting in identifying relevant Experts/Consultants, supports the PM in drafting the Terms of Reference, makes the required travel, logistic and other administrative arrangements, etc.);

  4. Acts as the IRMA System alternate for the Democratization Programme: prepares Purchase Requests to be submitted for the approval of the PM and the Chief of Fund Administration Unit, follows up on procurement and Special Service Agreements (SSA) administration related activities and the required payments with the Fund Administration Unit colleagues in a timely manner and runs relevant project and expenditure reports on a continuous basis;

  5. Assists the PM in communication with relevant internal and external contacts to support effective communication, collaboration, implementation and monitoring of the respective project activities, provides interpretation/translation as required;

  6. Maintains efficient official correspondence in both English and the local languages, as well as ensures prompt and accurate preparation of all administrative and logistic documents related to entrusted activities, including scanning and archiving/filing as appropriate.

Necessary Qualifications:

  • Completed secondary education supplemented by formal courses in Political Science, Administration, Project Management or other related fields;
    Minimum of 6 years of relevant working experience in project administration and implementation, specifically related to the area of democratic reform, preferably in an international organization;
  • Proven experience in providing administrative and logistical support;
  • Demonstrated planning, analytical and organizational skills;
  • Thorough awareness of current political situation, gender mainstreaming and democratic reform in Montenegro;
  • Experience with Enterprise Resource Planning (ERP) systems such as Oracle E-Business Suite (EBS), Integrated Resource Management Application System, or similar;
  • Excellent spoken and written communication skills in English and local languages;
  • Computer literate with practical experience with Microsoft applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is EUR 1,576.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
